Finding the Fuse

Has anyone had issues with finding the fuse to get the power turned back on? I have walked around for over an hour and cant seem to find it.

What to do in the (final?) room?

Don't want to spoil anything but basically I put the things as they are displayed in the diagram, and nothing happens. After wasting a bunch of time at this part, I just decided to assume it was a bug or something but I don't really know.
