victor said to build the workbench then go to him and subscribe so I did but now the quest wants me to build a workbench...not only did he lie about his door always being open but now when to build the workbench

Hello,

His door is always open, during working hours. It's a phrase that means when he is at work you are always welcome in his office and he will help you with any requests.

If you have built the bench and the quest tracker is stuck use T to open your smart phone and it should tell you the next steps you need there, sometimes the tracker gets stuck on the game screen but the questline is still continuing. If that doesn't work then restart your game client.
