victor and town hall
I went to town hall as instructed to find victor for electricity but I don't see him anywhere

Then you are very much too late in the day for a city official to be working, as the City Hall closes at 18:00 any time after that if you go to the door it tells you the opening and closing hours and days.

Maybe you are too early or on the wrong day to visit him, he arrives a little later then the City Hall opening times.
