You also have to figure some people may wish to focus on mastering characters one at a time before they do 3v3.
KOF has enough going mechanically to make 1v1 gameplay still feel distinct from its competitors.
Also, all the KOF I played before XIV were always 1v1 (against friends or CPU and bosses). If there's no tagging, basically nothing changes.
As for 3vs3 (or 2vs2) games, I adapt things a little bit different. One of the char has to match the standard, and others are "free".
I don't know why I do this, I think identification helps me creating some bond with the character so I can put dedicate myself more into the learning process.
The problem was 1 on 1's A.I. was dumbed down. In order to play against proper A.I. it had to be a 3 on 3 match - I'm not exactly sure why that was and the weak A.I. is featured in both previous games.
