Report a translation problem
As stated before, I suspect this has something to do with the way that the Playstation games are ported to PC and there being an incompatibility with either the Xbox controller input or the steam input. It did the same for me with death stranding until i disabled this option, now, both games are stutter free.
Back on Final Fantasy 15's Steam release, one of the big issues I recall SpecialK having to help fix was that SE has implemented an over-aggressive controller API call of some kind, that would be constantly checking for a switch between keyboard & gamepad EVERY. SINGLE. FRAME. of gameplay, causing terrible performance and for the UI icons to constantly be flickering. So if Steam input is causing similar performance issues here, I'm not shocked - it's unfortunately standard for an SE release of the magnitude.

I can run game and it will show me 80-110 FPS but still will get stuttering 3-6 times a second!

and this is absolutely sure not a Videocard and not driver issue, because of:
1) there is no stuttering on another pc with same videocard (max quality 4k display)
2) there is no difference this is max quality or min quality settings. No difference this is 2k or 640x480
3) There is no game stuttering in half of scenes. And stuttering can appear in not "difficult scenes", but also in really simple scenes like "7 heaven" interior. And just after game run there is no stuttering at all until I first change camera position.
4) There was no stuttering before scene on the video. So all time up to first boss is going smoothly. But after - stuttering on almost each game scene. Absolutely sure this is software problem, but not hardware.
Tried:
* last 10~ videocard driver versions
* Disable of Xbox Controller and steam input
* Change graphix quality to minimum
* run with DX1 ( -d3d11 )
* Fullscreen/window mode
Absolutely horrible game optimisation.
Square enix, WHERE ARE FIXES?
Half of SSD is empty space (>240 GB).

I also disabled "steam Input for Xboxcontrollers" in the "general controller settings". also library, right click, controller, "go to general controller settings"

you take this guy for an example, he has top of the line hardware but most likely the settings for windows are not configured correctly or he has tons of stuff running in the background taking up system resources, it could be a number of things.
if you know how to config your windows and PC properly then PC games could run much better then Consoles and they generally do.
if your not a tech guy then just get a console, much easier for you to just update the firmware, download the game and just play.
No, this IS NOT THE REASON.
I'm software developer >8 years, I know how to configure my windows. In my autoRun there are only only 3 or 4 enabled apps. And all of them are lightweight. CPU used in most of time it is 2-3% (only 1 core, other 7 is 0%). RAM used less than 6 GB (I have 32)
* Any other AAA game works well on maximum settings (or close to maximum). Any of 3 last tomb raiders, Resident Evil 2 remaster, Resident evil Village, MGS5, Death Stranding, etc works well without any lag even from HDD. So how can it be that my PC is configured correctly for other AAA games but not configured "correctly" for FFVII located on HDD/SSD? (i tried both)
* And how you can explain in case of computer does not configured properly -- smooth 80-110 FPS up to death of first boss? But any scene after is with horibble luggs with the same 80-110 FPS ? My computer doing some magic in some scenes to create stuttering of game and reconfigure my PC, but works well on another scenes of game? And displays oncorrect FPS counter because of incorrect windows configuration?)
Absolutely insane to say that problem is in windows configuration in my situation.
