We see EA doing it over and over and they keep making money or we see small studios like this doing it and they keep getting money (anyone remember WarZ from 10 years ago or so?)
The sheep always provide and never learn, thus we are in such a rather poor state of gaming overall with most games being unfinished on release cause standards are gone from the gaming community for the most part.
Sadly that about sums up the whole issue with this industry. People are dumb, and they aren't stopping on that decline. Companies can blatantly abuse, scam and rip them off to the fullest and you STILL find "people" that are fine with this. They're either not real or in serious need of help. This is not healthy.
You are right when you say that most games come out unfinished. The companies think we're fools, and they're right when thousands buy games like this or try to defend such devs.
Its sad that it keeps working, the worst example of this to me was New World - a game from a developer/publisher that NEVER MADE A SUCCESSFUL GAME BEFORE, everyone of their games literally died during launch and all they tried was copying trends.
Then magically people thought New World would be super awesome and a game from a company like this got hype? it proved to me that from 2010 until now (or well 2021) nothing changed.
You probably do not know but you can know a scam before you scammed with using your "brain". And this advise is the real priceless.. use it wisely.
I want them to develop their own game instead of copy pasting bought assets, even indie studios are capable of doing that. Stop the excuses for scam, just look how bad the city looks and runs. This is exactly why I said asset flip - they dont optimize or utilize the asset in their game, they just drag and drop and call it a day which is exactly why its the way it is.
You are disillusioned to think that THIS would be an acceptable standard to have on games. Especially not for this price.
The game costs 40€ - is this a price you expect from a "small indie game"?
I paid 45€ for TW Warhammer 3 on release and they could make all their stuff from scratch. I paid 40€ for many other games that could also create their stuff from scratch and run well too. In fact, I could buy two games for that price that develop their own assets and have a good running game.
So yes, for that price I indeed expect that to answer your question. Or do you want them to charge 100€ for the basics?
I feel REALLY BAD for your wallet when you buy a game for 40€ and your expectations are so low, you cant even expect their own assets to be created.
The issue is also not just the asset flip, like you said indie developers can do that but the problem is that these games are all scam games, this has been going on for 10 years now. They buy assets, make a nice looking trailer and promise you the world. Then the game is out, runs terrible and they make a run with their money.
On top of that this also has been falsely advertised as an "open world mmo" while its an extraction shooter, a blatant lie.

The issue is that it's advertised as an open world survival MMO when it isn't. It's like 32 people per server, it's not an open world. Also the map is empty. I haven't played it myself, but I saw streamers running through an empty city. Where are the zombies? I've seen reviews on youtube complain about the same, that they ran for 1 hour through the city and haven't seen a single zombie and maybe 2 players. What kind of survival MMO is that?
Im sure they aren't even in it lol and bought assets are part of the problem in this specific scheme.
Normal developers or indie studios buy certain assets and then make an effort to integrate those so the game keeps running smoothly and they fit.
In this scheme/scam "developers" just buy assets for almost everything and then copy paste it in quick to make a nice looking trailer and promise the world to lure people in. Its why its called an asset flip, its the key of the problem but indeed it can be used for good too like the games you described.
Its not inherently bad but just this "business model" of making a game full of nice bought assets so it "looks good for the trailer" while being unfinished and running terribly.
