Do a house with a yard of about .5 morgan (you can use the field tool to get a rough idea of the size).
I don't think fertility matters with vegi gardens, I could be wrong though, I've not tested myself.
They inhabitents cultivte it and pick when the harvest starts.

Having one family working a six-family sized plot of veggies doesn't sound like the way to go.
If their work place is significantly far away, or is there is a choke point slowing down the job itself, then its going to take them even longer to complete the task, and may not ever get a chance to actually tend to the garden.
Most people who are complaining about the AI, are setting their stuff too far apart, have to many choke point issues, don't buy enough oxen, and then wonder why everything is grinding to a halt.
Peoples infrastructure, and logistics to their towns suck lol (not saying that's necessary your problem)
Larger the house vegetable fields the more they'll gain from it too. Size does matter!
