While I usually don't buy character DLCs I understand why they are DLC and not part of the base game, they're like cameos or fanservice for LL fans and not part of the story so, it makes sense to me

The game is chock full of unlockable characters already and we never planned to integrate these fully into this world.

They are cheaper this way for people who do not own the previous games on steam.
I would prefer the mixed approach myself - but here we are.
