No its not, its assumed based on the redacted minimum requirements that are believed to really be the recommended, its entirely possible that like some other games the real minimum could have dx11 as well. The only problem then would be if microsoft have asked fromsoft to fudge the game for no reason, like with God of war and stop people playing on win7 without using a mod and with EAC being in that could mean no online play.

And they probably didn't test or support W7 even if it's dx11.
I miss W7... W10 sucks... However, if you want to play newer games, it's time to figure something else out. I'm not sure this will work with linux either, so...not a lot of options.

If you don't know how to use the patch doesn't mean that the Patch doesn't work.
Not only put some DLL Files, VKD3D-Proton and the game itself also need to be modified to play properly on Win7.
