No, I don't believe she is, because the whole trans thing is still the same person irl (Not a politically intended statement). In elden ring Marika and Radagon are two distinct and different people occupying the same form. Hence why Marika and Him were fighting over the body while Marika was trying to destroy the elden ring, and Radagon was attempting to repair it at the same time. Highly recommend smoughtown and vaatividya if the lore stuff interests you.
