Enter those who would say that they did not lose but still complain, completely missing the point.
I just had a colosseum match, where someone attacked me during the initial unspoken buff period, but I quickly counterplayed them and put us on somewhat equal footing. As soon as they realized I have a small chance at win (despite them getting free dishonorable hits on me), they dropped their weapons and hard swapped to Moonveil (presumeably to avoid fat rolling), then proceeded to spam 1k damage attacks on me, then teabag me like they accomplished something profound.
Super fun, and totally a skill-based tactic, instead of sticking with their claws and waiting for an opening with my slow scythe. I'm starting to really hate this game.
Your given 6 Armament slots, that's more than enough to plan out a build for multiple situations. In my opinion, if you have to drop all your gear and swap to completely new stuff (to avoid Heavy Loadout or whatever), then you don't know what your doing in the first place. Just offload a few points from one stat and put it in Endurance.
If your enemy is a mage, there are plenty of anti-magic shields and low requirement magic resistant spells/items you can use to counter that. You don't need to drop your entire armor set or whatever to swap to full magic resist tank or something like that. It just ruins the spirit of the game.
In a "good" RPG, no character build is supposed to be perfect. You shouldn't have be able to counterplay EVERY playstyle. Ideally, you should have a weakness, or we end up with the dumbass metas that we already have.
I don't mind people swapping talismans for their situation (like for flask boosting or low health buffs), but equipment itself should be locked during combat. It's dumb enough that you can 2shot people who have 60%+ negation with 2,000 health, and then call that a fair PvP match.
Simply practice ways to punish people during swap or drops. Same as punish item consumption. Even if they practice to do it fast, it does take time still.

The damage negation talismans do close to nothing, and armor would only make a small difference. If you gave your opponent time and space to use a buff spell or consumable, that's your fault.
But at the end of the day, the game is letting people do this, so people will do this. Hate the game, not the player. If FromSoft saw this as an issue at any point during the past 14 years of soulsbornes, they would've limited menuswaps in PvP by now.
And it has it's uses even for duels, like mirroring the opponents weapon tier, to make things more interesting and balanced...until the opponents then menu-swaps too into something better mid-fight, making the whole thing feel like a waste of time. But again, game issue.
