if you mean this hack that supposedly switches the game to DX11, that's ♥♥♥♥♥♥♥♥, the hack unlocks dx11 GPU's for dx12_0 mode by reporting a dx12_0 compatible card to the game.
It doesn't affect the game itself in any way, dx11 GPU's are able to run all dx12_0 commands as these commands were originally designed for dx11 but never implemented in dx11 which is the real reason why this hack works in the first place.
If you have big FPS drops or lags, there is not much you can do about on software side, this is caused by the wrong CPU/RAM combination is used, this game needs a big RAM bandwidth.
You can deactivate as much unneeded stuff as you can in background, also the System Device Enumerator can cause much RAM stress during run this game, there are some security stuff in windows you can deactivate too, to get more bandwidth available for the game but if you have below DDR4 3600 MHz RAM or a CPU that does not support such high speed or higher (if you have a CPU that uses a DDR3/DDR4 RAM controller this limits the bandwidth to a point where you get FPS drops up to 30 FPS lower) there is nothing you can do about.
i dont believe ram is the issue as my pc has 32 ram. this is a brand new pc i got from the pc shop a few days ago

this game is a terrible port, that tries to emulate a playstation hardware, in this way it need 4 till 8 times the bandwidth it should need if it where created with PC coding.
After subsebsequent patches, I didn't need it anymore.
Basically, try for yourself, only takes a couple mins to do. Works for some, doesn't for others. Just remember to disable EAC if you are going to try using this method.
You're confusing DirectX API version with Feature Level.
The game emphatically requires DirectX 12.0 (which all versions of Windows 10+ ship with), and can run on Feature Level 11 hardware (which... you buy separately =P).

this CPU does not support DDR5 it only supports DDR4 2933 MHz
and has only PCI express 3.0 support and have only a bandwidth of 22,9 GB/s. ( ranked and ganged mode it would be at about 45 GB/s but if your mainboard is a magic board that let you run DDR5 with a DDR4 CPU it will never get more than 22,9 GB/s)
it is simply a really bad CPU to play this game.
Fanboys are such liars and accept a bad game performance as "good".
