Increase the backbuffers in the swapchain if you want higher framerates. Special K can do this.
I guess I had better figure out what is causing this phantom horizontal line if this the way of the future. Thanks.

If only t'was so simple. It literally halves my framerate.

For your framerate issues, you probably want to change those config settings to 5 or 6 backbuffers.

Flip Model eliminates the performance penalties associated with borderless window rendering, enables G-Sync and has some really nifty features to reduce input latency. The problem is because it's optional in D3D11, I can count on one hand the number of games shipped in the past 7 years that use it and people are convinced that borderless is intrinsically low performance.
