They dont have to be mutually exclusive.
The skins can be new (as in not seen before in those colors) and be a reskin.

You can buy ingame skins with ingame currency. Always could and always will.
Some skins have never been purchaseble with ingame currency without spending irl money.

Plenty of other skins to buy with ingame currency, not everything, but most.
The point is that re-coloured skins are conventionally bought with credits instead of coins but people who want these re-colours are effectively buying the same thing with altered palettes at full price about 2-3 times. It's just not new content, is it?
*All default re-colours of skins, including the ones that got added in bundles recently, can be bought with credits but this is an exception for whatever reason lol
