Users usually fixes it by setting the max resolution field as you did, or by clicking on the "Device Resolution" row so that 1920x1080 gets set as the override resolution.
Based on the pixels involved, the issue is probably that the window resolution still retained the width and height from the window border itself. 39 pixels on the height (split between the titlebar at top and the window decoration at the bottom) and 16 pixels on the sides (both window decorations/borders on the side) sounds about right for that type of decoration.

Actually I did that first but it messed up parts of the game and it looked pixelated and wrong. Only after booting it again with the values set it worked fine (except the thumbnail thing).
After more testing and messing around I can't even go back to the point where the fix worked.
This whole thing is weird because I had no such issues in Cold Steel I and it looks like they share the same engine.
As much as it pains me, I'll have to play without SK for now until this is looked into more. I'm willing to do more testing and provide logs and stuff if it will be of any help.
