Sounds like a man that knows what they are talking about and is intimately familiar with the future development of the game. They've seen the roadmap. How could we ever doubt their words about the future plans of the game.
To be clear, the dev interviewed was a writer. They made it pretty clear in that interview that they don't know and are making a guess based on some stuff they have seen. I think we can believe them that it's not on the roadmap. Development roadmaps don't usually go into detail that far out because it depends a lot on how previous things turn out, and for post release support how things sell and what players are demanding.
If this was the lead designer for the game saying probably never, that would have some meaning. A writer that says they have seen the roadmap and then immediately transitions to some of the writing they have done for upcoming Cathay content, probably not that conclusive.
I'm sure if anyone had mentioned Vampire Coast back when WH2 was about to launch they would have said something similar.
We'll see sooner or later but if NIPPON does not join the TWWH cast... that's a missed opportunity by CA and GW to expand the setting in a very groovy way.
Not sure with Nippon but considering they basically created a whole roster for Cathay it isn't impossible.
