Not possible to revive Teclis?

Playing as Imrik, by the time I got to where Teclis is located, he had been wiped out by Kairos Fateweaver.

So, I captured the Fortress of Dawn (Teclis' starting city,) waited for the Tzeentch corruption to go below 50%, and watched as the province rebelled.

However, instead of spawning a rebellion of the Order of Loremasters (Teclis' faction,) it spawned a rebellion of the "Fortress of Dawn" faction.

Strange.

Just to make sure, I fomented another rebellion in the same province and the rebels were generic High Elf rebels.

Traveled to the Volcanic Islands and got a rebellion at the Star Tower (Teclis' old start location in WH2) and the rebels there were a skaven faction.

So, it appears that when Teclis is eliminated, he's gone for good.

Easiest to just use recruit defeated lords mod and set it to only ress playable lords of your faction. I think it's backwards-save compatible.

Using All Diplomatic Options mod to resurrect factions (instead of easy recruit defeated legendary lords) and you can also liberate LLs in strange locations (maybe because their capital moved when they were being conquered?):

It should be Volcanic Islands, but Teclis' rebellion region is marked as Fuming Serpent - might have to abandon Star Tower and try it with just the one region since a generic Skaven faction starts on the island now.

After a brief check:
Clan Spittel is in fact the rebel faction for the capital, Star Tower.
Loremasters of Hoeth is the rebel faction for Fuming Serpent, so getting it to spawn there requires you to disown the capital.
