As for settlements, as norsca they're not your priority. You only need one developed major city for recruitments, while your economy is based on looting.
Never again will I trust the AI to do a simple job.
Norscan confederation can lead to a very fast, very big snowball, which you can then direct towards other enemies.
That seems to be a common issue with Norsca honestly, you have 1 direction you can go in, the rest is suicide, making it a very boring start to the campaign. I mean MAYBE a super mega pro could figure out how to beat 3 factions and 5 full stacks when you can only afford 1 army, but your average player is basically forced to go west.
Last time I played norsca was in WH1... did pretty well but it was a different game back then.
2) Throt can be a friend.
3) Varg is not a problem. So as Wulfrik. I like when Wulfrik comes trying to kill me, makes it easier than running over Norsca for him. And he actually bring a lot of land with him after Confederation.
