Is Alastar the White Lion available in the 3rd game?

He was introduced in the 2nd game. Was he ported to the third?

I'm not familiar with High Elf mechanics and can't find the Influence "shop". I can only spend Influence to tweak faction relations.

Yes, he is.

I've seen the AI using him, so I would assume the player can too.
Would need someone to confirm if you can recruit him, or have to confederate him.

And yes, tweaking relations is all you can really do with Influence, besides recruiting better quality Lords/Heroes, or spending it when dilemmas arise.

Tyrion gets him, just like in base WH2.

I'm fairly sure you have to confederate his faction via diplomacy.
Tyrion might be able to recruit him, I'm not sure. Imrik and Teclis certainly can't.

Unlike game 2, he is now lord in custom battles, but still available. I confirm that Imrik can`t recruit him on his own in campaign

After some testing, only Tyrion's faction seems to be able to recruit Alastar. He's not available to Teclis, Imrik and Alith Anar, and I don't know about Alarielle and Eltharion since I don't own their DLCs.
