Would need someone to confirm if you can recruit him, or have to confederate him.
And yes, tweaking relations is all you can really do with Influence, besides recruiting better quality Lords/Heroes, or spending it when dilemmas arise.

I'm fairly sure you have to confederate his faction via diplomacy.
Tyrion might be able to recruit him, I'm not sure. Imrik and Teclis certainly can't.
