It's looking like it might be related to a faulty installation of dotnet452 and/or xna40.
Go to Nvidia Control Panel > Manage 3D Settings. There are two tabs. One says Global Settings the other Program Settings. Click on the Program Settings Tab then click 'Add' it should pop up as Chrono Cross in recently used programs if you've just played the game. Then click add selected program.
Then in the Program Settings tab after you added it. Go down to 2. Select Preferred Graphics and select Nvidia High performance processor.

This is from the debug layer in D3D11 and applies here. The font textures are 16K in resolution, and exceed 128 MiB in size. I might be able to fix this, but I kind of doubt it -- they're already using a hacky 4-bpc format I've never seen games use before to try to fit the font into a single texture.
The only solution might be to use Special K to replace the uncompressed enormous texture with a compressed version and lose some quality.

Telling me I had an unhandled error exception involving insufficcent vram.
And I know my nvidia card has more then enough.
Is it actually using the Nvidia card andnot some intergrated graphics?
OR... he could've possibly pulled the information from Direct3D 11 documentation, and then put it in a box to make it more easily legible against his own post. Like the expert he actually is.

Same thing with the frame rate in battles, pointed my Nvidia card to the chrono cross.exe and turned on vsync and it fixed the slow down completely, now the game runs like a dream.
