And I think that covers it.
Everytime I try to open the game not in steam I get the error. And In steam it says game is running and goes black...;(

Make sure to download and install both 32 bit and 64 bit versions.
That's a very important DLL for networking, there's no telling what you actually downloaded -- hackers would love to put a trojan DLL out there claiming to be Winsock.

Just ignore whatever software is telling you you're missing those dependencies.

I am losing it. It can?t be that I can't get it to work. I have a razor blade gaming pc
This might be worth a shot, but if you have any of the Razor software running in the background try shutting it down (all of it) to see if the game then runs. We know the game is already very touchy with some third party software (such as RTSS), and I'm not really liking that cortex thing.
In fact I would try exiting anything that is running in your task bar in the bottom right.
I tried to shut down every app from the background....no luck. When I try to install Direct X, it says that the newest version is already installed
Start | Apps & Features > Optional Features
Ensure that Windows Media Player is among those. If you have Windows N, it will not be and I know a few users are encountering your exact error because of this.
I tell you, is a directX problem. I had that problem a couple of years back and the only solution I found for a while was decompresing all the d3dx9, 10 and 11 from the directX. Of course, that was because I couldn't install directx because an error from my PC. But before I did that I'd get that error like 7/10 games I tried. If what Kaldain says doesn't work, try reinstalling directx or, God help you, do what I did.
