Katanas start showing up on zombies at about six months in. I've only seen one once.
From a realism point of view, any advanced tasks are not only locked behind a high skill, but you also need to read a specific recipe book. Katana maintenance would definitely not be a common knowledge thing you just need enough practice with (i.e. skill points) and it's unlikely there were Katana building guides in English available when the game is set.
Not to mention fact that you would need something more than just a mag... Like fully stocked blacksmith station and - if og katana - special kind of steel.
The machete is the strongest 1 handed weapon in game so it's weird hearing you say "bad as machete"
