But to strictly answer your question the story has always been buy to play, there was 1 year where year 1 campaigns were free but those were cut out of the game with the launch of Beyond Light and Year 4. So yes Shadowkeep and Beyond Light require you to buy them but Forsaken has been made temporarily free until it gets cut when Witch Queen launches with Year 5.

That said, only the bare minimum basics are available to FTP players. You can do the bounties, the patrols, the destination bounties and the basic playlists.
If you want the stories and the Seasonal Activities, then yes, you need to purchase (access to) them.
The older campaigns that were FTP have been vaulted, and are no longer available. With the release of Beyond Light, Bungie scaled back the amount of content available to non-paying customers.
When the game was moved to Steam, Red War, Curse of Osiris and War Mind were free to play, for over a year. they were then removed. Maybe you should have came back two years ago when that content was free to play.
The point I was making is, you had to buy the game to play at all, there was no free to play. Now the game has free to play content with the option to buy expansions and seasons. You're not being forced to buy anything, it's your choice.

If you desire to play the game to its fullest, then yes, you will need to spend some money. But the key words are "if" and "desire".
Not lying, no one is forcing anyone to buy anything. You might want to study up on what force means. Sure, you need to buy something to get access to it, but no one if forcing anyone to do so, not even forcing anyone to play the game. Go play victim elsewhere, it's become tiresome.

There are also tons of good gear that are free to get, some of those being the old TotN weapons (Prophecy), Vault of Glass weapons, Nightfall exclusive weapons, etc. Hell, Xur straight up sold a Trials of Osiris weapon to everyone not too long ago, implying that free players can even get old endgame loot if it rotates into Xur's stock.
The red war etc was not free to play until in released on Steam. The Red War, Curse of Osiris and War mind were free to play for over a year. On BNet you had to buy the game to play the game, I never got to play Red War, Curse of Osiris and War Mind until it moved to Steam because I only bought Forsaken. I have bought every expansion from Forsaken forward including Witch Queen, so excuse me if I don't feel bad for you because you are expected to buy content to use it.
