I personally got all the DLCS for 60 eu, totally worth it
Legacy Collection holds Shadowkeep, Beyond Light and Witch Queen. At the discount it was at, it was a 3 for 1 deal essentially.
Shadowkeep holds the Pit of Heresy Dungeon, Garden of Salvation Raid, and the Shadowkeep Campaign/Moon activities.
Beyond Light lets you work on unlocking the Stasis Subclass, while also letting you delve into the Deep Stone Crypt Raid. The weapons in there are Craftable and definitely worth getting.
Witch Queen is all about the Throne World destination. Vow of The Disciple Raid is included in this, however with the latest Microtransaction ♥♥♥♥♥♥♥♥ from Bungie, I'm not sure if Duality and Spire of The Watcher Dungeons are included (If they are, good! If not, you'll need the Witch Queen Dungeon Keys, worth 2000 Silver.)
Armory Collection is, odd... It's almost 40 bucks CDN, is a smarter option if you were to buy Forsaken + 30th Anniversary at Full Price. However, 30th Anniversary and Forsaken Pack both go on sale on their own, and currently are cheaper (12.79 + 9.99 = less than 37.49) than the Collection they're attached to. Not only are these individual DLC not worth it Full Price, neither is the Armory Collection. Anyway.
30th Anniversary lets you get some cosmetic stuff in Xurs Hoard, and the Grasp of Avarice Dungeon IIRC. Forsaken Pack gives you the OPPORTUNITY to unlock a bunch of Ye Olde D2 Exotic weapons. You get to pick 3 of them to get right away, then you have to go and get the Exotic Ciphers the old fashioned way to unlock the rest.
Of course, then there's the Lightfall + Annual Pass. Regular Lightfall should just get you access to Neomuna and the Season you log in on, whereas the Annual Pass gets you all the Seasons in the Lightfall Expansion's Year, and access to the two Dungeons that'll come out within the year. Ultimately, you'd be paying the same amount Now as you would Later (Buying Season by Season, grabbing the Dungeon Keys, etc only difference is doing it Now is on Sale, so you'd be saving a bit of money.
And yet between them, I feel Lightfall is the must-have. For one, it gives Strand which is surged every week, compared to Void and Solar which have alternating weeks. For a new player looking to do matchmade content, it's easier to build into one paid class than two free classes. Especially when Lightfall's quests and Neomuna hand out Strand gear like candy. Lightfall even gives keys for extra Neomuna loot, which in turn gives seasonal keys for even more loot.
Then there's the seasonal content. Base Lightfall gives 1 season, Lightfall + AP gives however many seasons are remaining in the year but right now it's all 4. The current season is essentially a mini campaign and 3 battlegrounds, about as long as a Shadowkeep, but with more relevant loot, and goes away in 2 months.
Meanwhile Legacy 2023 and Armory are nice-to-haves. Legacy has 3 self-contained story arcs that don't really connect to Lightfall. The story that led up to Lightfall was Season 19 which isn't playable anymore. None of the previous main characters like Elsie, Eris or Variks appear in Lightfall. Most of the items are outdated, fun to mess around with but only Osteo Striga from Witch Queen is still popular right now. You can hold off until you decide you like the game enough to buy them on discount.
There's nothing odd about it. Valve have restriction on how soon an item can be discounted after its been released or had its price changed and as a new package the Armory Collection falls within that timeframe. Exactly the same happened when the updated Legacy Collection was made available for purchase where it was cheaper to buy the individual items than the bundle.
