It is true though that 100% free to play is extremly limiting, but you do get the core activities and one dongeun/raid to try. I would guesss about 85% of content is behind the various DLC's
So the dlcs are essential to play against each other at their best? in the sense that whoever doesn't keep them is at a disadvantage compared to whoever has them?
For example, to get a god roll Succession, you need to buy Beyond Light, play through the main campaign, then play the raid long enough to either get the god roll via RNG, or (soon) get enough red borders to craft one, then level it up enough to get the necessary perks.
Basically, whether you pay for content or not, you'll usually need to work to actually get it.
Surely even having the dlc you have to play a lot, but I would like to know if a person without the dlc is less strong than someone who owns it if there is the concept of pay to win

The most pay to win thing is buying the forsaken pack which gives you a choice of 3 forsaken era exotics from a limited selection (you can earn the rest), but even then you still need to earn the catalysts.
Paying for a ticket to do content to gain power is different than paying directly for power. At least in my opinion.
Yes, there is a small advantage to owning the Season Pass, but that's not an infinitely scaling thing, it's a flat fee that's really just a stand-in for a subscription cost.
Bungie is (in my opinion) pretty transparent and egalitarian in their pricing structure.
the game is more like pay to play content that are locked only with dlcs
but in the current game you have 2 raids(very good), a lot of things to do
