That being said, I wouldn't recommend the deluxe edition, unless you really care about catching up on past seasons.
Note, that seasons are separate from expansions (in this case TWQ as expac and Risen, Hunted, Plunder and the still to-be-released 4th season as seasons) and seasonal content will still be removed from the game in due time (in this case with Lightfall release).
If you're wondering whether or not to buy just TWQ, I'd recommend it if you're an active or returning player. It can be savely regarded as one of the best expacs the game has gotten to so far, however, if you're on the fence about playing D2 anyway and the prospect of a (by Destiny standards...) outstanding campaign and a decent raid don't convince you, your money (and more so your time!) might be better invested elsewhere.
If you have the Deluxe Edition, then the Expansion itself is available, as are the two dungeons, and the seasonal content from all the seasons (each season includes a story and at least one (if not several) activities. There's a whole bunch of stuff to do at the moment.
If you want to wait, well ... that's your call, but Witch Queen isn't "bad".
If you just wait Lightfall, some of seasonal weapon you can't even get. And you might get only one or two from Xur with not that nice perks. Also you need to spend expensive materials for each Seasonal exotics. And Dungeon will be a part of a rotation schedule which is you have to wait 1~2 month.
After Beyond Light they implemented a transmog system to turn any legendary armor into ornaments as well as the seasonal challenges that offer more structure to each week and provide bright dust (all 10 weeks are obtainable through out the season).
The past year they've reworked all the light subclasses to work as a pick and choose style of Stasis and implemented their weapon crafting system.
Next year they'll add in game LFG, a new achievement system for personal growth, a player accolade system, and in game gear loadouts.
As for new free content they added a new game free game mode Dares of Eternity, 2 free raids Vault of Glass and King's fall.
