If you do want to buy into it then I suggest Witch Queen Deluxe first.
So the base game is already done on Destiny 2. The reason I put Witchqueen DLC there^^.
Division 1 is dead as far I know. You gonna get maybe ~80 hours of content and then you just farm gear most of the time. Destiny is better because it's at least supported and have regular updates.
2. Division 1 is mostly a dead game, it has a very small population and a lot of the things that made it great are just downright terrible systems. I would recommend buying the Division 2 with all its DLC, AT THE LEAST to have a enjoyable experience. Especially Warlords of New York.
That said to your original question:
Destiny 2 and The Division are two completely different games. Their only resemblance being both are "looter-shooters".
They have vastly different gameplay. Destiny 2 is more of a arcade-style first person shooter similar to Call of Duty or Batlefield, but with Hero Shooter esk combat. Think of Borderlands. If you like Borderlands and want a more serious tone similar game, then pick up Destiny 2 with DLC,etc.
The Division and The Division 2 are cover-to-cover shooters. You have to be inherintly more tactical in your approach to combat, especially in Div 2. If you like games similar to Gears of War then Div 2 might be up your ally.
Again. One does not be so specific about games. One can break it down to: Looter Shooter and everyone knows what you want. I played Borderlands, so have I played Destiny 2 Base game.
My original question is if its worth to play Destiny 2 Witch Queen DLC. Not interested in PvP because that was always busted. Only PvE Witch Queen DLC playtime on quests and maybe a >minimum of grinding<. What playtime does one get from that.
$4.50 for the base game, $12 for base game + DLC.

The Division 2 has this friend referral thing going on (Link: https://www.ubisoft.com/en-us/game/the-division/the-division-2/friend-referral ) where if I, someone who's played the game before, invites someone who hasn't, we both get some in-game rewards for playing a few missions together. Only prerequisite is that the new player and the veteran player are on each others friend lists.
Only reason I'm saying all this is because The Division 2 is on an incredibly huge sale right now, and Destiny 2's base game is free, so if you're looking to try them both out now is the time.
OP, both games couldn't be more different.
I play The Division since many years, consistently, I have every flawless commendation. For me, it's something special, even in 2022. The mapping of Manhattan still looks stunning. The game has a lot to explore and develop. The campaign is solid, the DLCs - like Underground or Survival - are top notch and there's a rotation of public events, which gives you a selection of unique gear. It's development is finished. What I like at most, is, that there is no pressure. You can simply explore the map, play side missions, tasks, or follow the campaign, also asymmetric.
It isn't "dead" at all... at least not on servers of CE. For me, it takes plus minus five minutes to get a team, via matchmake, for a legendary mission.
I also like Destiny (2), but The Division is IMO more forgiving, best on sale, as a full year of Destiny 2, which also can be easily tested with Free-to-play.
