How does DLC work in multiplayer in arma

If one person buys the vietnam dlc or global mobilization, and that person hosts a Antistasi game, will other people be able to play on that server and use the assets, or does everyone need to own it in order to join the server?

If the map is being used, everybody needs to buy the DLC.

So if we run a modded map, but use assets from the 2 dlc's mentioned, we would all be able to join the server and use the vehicles and guns?

That should be possible yes (you may need to force the assets on the players). The others would need the compatibility files that can be found on the workshop and will get some DLC Watermarks throughout the scenario.

its mainly paywall/paytowin unbalanced trash that will spam you with adverts if you manage to use it or grab it off a dead body or get into any vehicle from the DLCs if you dont own them, but you can still play on the servers running it (pretty much every server) and get killed by people using said unbalanced content.

you also can not play on some DLC maps like tanoa if you dont own the APEX DLC

Unlike most official Arma 3 DLC, Creator DLC data is not present in a regular Arma 3 installation.

To enable non-owners to still play on multiplayer servers that make use of Creator DLC, third-party developers can decide to publish "compatibility data for non-owners" via the Steam Workshop. Such Workshop item contains all Creator DLC data. Upon subscription, Creator DLC data will be added to your base Arma 3 installation.

Be aware that access to Creator DLC terrains remain exclusive to owners of the DLC, plus restrictions to the use of non-owned content apply.
