Competitive Edition Version 3.35

Description
Siginificant changes to the core of the game to improve gameplay by opening up the number of viable strategies and to improve underused units. Others options are adjusted to allow for better gameplay between the various factions while frusterating RNG moments and mechanics are reduced to allow players more control in the game.

Caius : That "Random" T34/76 seems to be the 1943 version instead of the 1942 version.

Call-In Vehicles (Medium and Heavy Armour)

Select call-ins cost 50% more in both fuel and manpower until specific structures or tech items are built to encourage more tech usage.

-Ostheer Heavies require Heavy Panzer Korp for normal price. Panzer IV Command Tanks require Support Armour Korp. Stug E and Puma require Battle phase II for normal price.

Awesome changes!
I noticed a couple of tiny issues, though-
-The Defensive Position ability is unlocked immediately instead of with Rifleman Sprint at cp2
-Typo "dploy" with Volks vet 5
-M2 60mm reverts to being named "M1 81mm" when dropped
