The first is specifically for North American players and the second is more of an international community. They're both a great place to start meeting survival players, although I believe both require you to be invited by other members. There are plenty of great survival players out there, I'm sure if you checked the screenshots tab you would be able to find many of them (I haven't checked the l4d2 screenshot board, but the L4D1 board is littered with survival screenshots -so I'm assuming).
