I hope you know why buds are expensive too, I hope so, they cost 22 keys as of late. The reason they're rare is in the big mac update for tf2 whoever playing tf2 on a mac in that time sapn got free buds. Now there is no way to get them.

With nearly 167000 Bills hats around how is that rare?

It´s expensive because it´s limited, no more Bills (expect possible duping) are not going be in game. It´s also in demand because it is all-class looks quite good for every class (opinions) and also it has that "status" sign nowadays because it is somewhat expensive.

People want the hat because: 1.It looks good for all classes 2.They think it makes them better 3.Its used as currency so you can sell it for a game/valuable item in the future. I also own one, and I dont think it made me beter at TF2, only nicer :D
