After permitting both requests there is a short pause (<2secs) and then the same requests are presented again.
To get this far I have already had to set the properties on the MassEffect.exe to run in compatibility mode (XP/SP3) and set it to run as administrator on this Win7 x64 pc.
The local game files have been successfully verified to ensure none are missing or corrupted.
Any suggestions would be gladly received.

And did you try to install legacy physx?
Starting Mass Effect via Steam is what launches it. The runasadmin.vdf is being passed as a parameter to the steamservice command after the /installscript option.
No. Is this something to consider, or avoid?
And I *guess* passing that parameter is something steamservice tries every time with every game.
You have my thanks. Installing the legacy physx drivers worked (along with the aforementioned admin privileges and xp/sp3 compatibility mode).
Time to start gaming like it's 2007!
