How do I enable cheats?

Whenever i try to enable cheats on a new map i says i must complete it to enable cheats however once i have completed it and i enter the cheats menu all the cheats have a lock over them.

how heavy is the pro west/imperial propaganda in this?

not trying to start an argument just want to know if this game is for me. does this game lay on the defence of imperialism too strong? seems like a fun casual sim but I'm not really interested in seeing a defence of 'crushing insurgents' to enforce western hegemony especially right now...

I had fun. Now I'm stuck.

I made it all the way to Distant Steppe. Defeated all the levels on normal. No problem. (Well, I had some trouble, but I got past it.) I can no longer progress. (Well, on normal, at least. I was able to beat the level on casual.) I tried Black Caves, but lost on that one, too. I went back to the first level. Figured I'd try that one on Brutal. Lost again. (Actually lost multiple times on both.) Same problems in all the above cases: If I keep corruption down? I can't keep stability up or a...
