I could work on a Draconic shipset too.
Opinion malus for those who kill dragons. Cannot be Xenophobe to select the civic. Leader gains “Dragonborn” trait. Perk and techs exclusive to civic. Civic attracts dragons into your space and can give barren worlds the “Hoard World” modifier, and if they happen to, they will stop by it to drop minerals, increasing the minerals of the planet. May also lay an egg there. All drakes are neutral.
I suggested the megastructure idea to Elowiny of Gigastructural Engineering, and the civic I proposed originally to cbshing.
Maybe you could increase the cost and decrease the effectiveness of normal ships. I will try to make Dragon shipset btw and was wondering if I could use the dragon colors for different classes.
Step 1: the civic, and collecting/taming dragons
Step 2: Dragon Breeding Center SB, Dragon Egg Incubation tech, Drake Incubation vats SB

In fact this should be first step on my side - make dragons neutral to some empires being still hostile to others, last time I was trying to do that I've failed. I have couple ideas now and have to check them.
I have more ideas if you need them, and that all sounds really good, I like the attarcting dragons not beig apart of the civic.
