Report a translation problem
I know exactly what you're talking about -- that happens to me, too. Basically what's happening is that every mod you have installed has a reference to all four emotes by default. So when you unlock that emote, you're unlocking the duplicate that each mod contains. So if you've got 10 mods, and there's 4 emotes, then unlocking them will show 10x4 = 40 new entries into your emote wheel. Yuck.
Unfortunately, there's not much we can do about it -- that's just how the base game works at the moment. You'd be seeing the same emote spam if you had unlocked them naturally via the achievements. Does that make sense? Sorry for the confusion, I'll post something soon to let people know.

@Fly: I've just tested in singleplayer and on a dedicated server -- the mod seems to be working great. I was able to fully unlock haircuts and emotes. You might try deleting your local and server copies of the mod, and then doing a fresh install. Let me know if you're still having problems after that. =) Happy gaming!
