It could work, but only if it used canister/grape shot, or something similar.
I really like the idea of giving heavy something like a single-shot weapon, but this currently doesn't seem unique enough. I reckon that if it was designed for shooting down chokes (prejectile penetration) or sentry nests that would suit a cannon well, but then it still lacks it's own niche kinda. A possible solution would be reverse fall-off, like the crusader's crossbow, but with more of an arc. This could turn our big, Russian bullet spammer into something between a demo and a sniper!

This is an idea I had that I emailed the TF Team about and I think it could work:

The other idea that I had in mind was a new Heavy primary weapon. Admittedly this weapon may have difficulties when trying to implement it into the game but I feel like, if balanced correctly, could be a very fun alternative. What I would suggest is a cannon-like weapon which would act how you would expect a cannon to act. Instead of using bullets this weapon would fire cannon balls at the opponent instead. As well as this, the cannon could be charged to determine how far it would travel. As the cannon balls would be incredibly strong a few penalties that I think would be fitting would be to reduce the speed to deploy the weapon and to reduce the movement speed of the user whilst the cannon is "deployed" which is just the cannon version of being revved up. I think these penalties would work on a single-fire weapon like a cannon and not an automatic weapon like the Brass Beast as the playstyle of this weapon would be that of a cannon. Setting up and taking down specific targets. I feel like this could be more viable if the damage was about 300 at full charge, but the reload speed would have to be very slow as well. This would allow the cannon ball at full charge to one-shot any class or any level 3 building. I feel like this will be enough however because of the skill required to aim to hit a moving target like another player will benefit from this amount of damage. With level 3 sentry guns however I believe it will counter sentry guns that are not placed in clever positions. This encourages engineers to play smarter so the Heavy will have to take some damage from the sentry before destroying it. As well as this, unless you're accurate with the cannon, it would promote the use of shotguns for Heavy which I think would be a lot better than either the Sandvich or Second Banana being run with every loadout.

This is the idea for a cannon weapon that I had and put in the email so tell me your thoughts! It doesn't have any exact stats but it's a concept

Interesting concept. I really like the basic mechanics of it (single shot, high damage, low reload speed and player speed whilst deployed, etc.) and the idea that it could create another interesting "playstyle" for Heavy (which I personally wouldn't mind). However, I do think it may need some fine-tuning. The damage stat seems a bit too high; I think 300 damage (without crits) is almost too rewarding. I can perfectly imagine engie mains being furious when their incredibly well-placed sentry gets demolished in one hit by a heavy with uber. Hell, you don't even need an uber, all you need is for someone else to tell you where the sentry is (or you could just die to the sentry once and you'd know).

Yeah I'd agree with that, it was just a basic idea so I know its a bit rough. If it gets added the game devs would ensure that it was made with a damage output suitable for the game

It wont work. Anything that shoots less than 2 bullets per second is not a weapon for heavy, you have a sniper for that. Heavys role is heavy fire on short-medium range and medium-long range fire support.
120 dps on medium and 60 dps on long range is good enough for me. 2 shots per second make it less effective on short range, but point blank bullets can stlill do serious dmg.
This way we have "super tomislav" instead of wannabe noscope sniper
