No it has nothing to do with interet.
It has to do with the Bot code not being there for the community to properly make good AI for bots to mimic a real Dota experience.
The bots are lost, get confused, move in circles, run away, steal your farm when they are a support, don't group up, don't make smart plays... unless they are on the other team. Only then do they mimic a real Dota teamwork experience.
So it's almost pointless to play bots. You shouldn't play them other than to get used to the skills and combos of a hero. If you try to use them as a basis for a real dota match you'pre going to develop very bad habits that hurt your actual dota skills when in a match with other people.

I think in your case working on mechanics of a hero is perfectly fine with bots.
Use this bot script and another called "exceptional ranked AI bots" and jump between them if you don't already.
The bad habits I'm reffering to have more to do with the natural evolution of a match and how it's just different from playing with humans teamwork wise. You will get into habits of expecting certain things to happen in bots that won't happen with humans.
Like when a team sees you getting ambushed the bots won't help but the humans will. The bots won't punish you for picking up their bounty rune but humans will. The bots sometimes just run by you without attacking and that never happens in a human match.
Bots are programmed to react to specific triggers... and Humans are not so there are too many subtle differences to list but when you get comfortable with the way a bot match goes you will be less prepared when playing against humans... but not completely.
Use the bots to learn the heroes. Work on their mechanics and timings instead of trying to learn how a team plays together. Watch matches for that.
Teamwork with bots vs humans is different. It's mostly team-orientred bad habits.
Like I said I think you should be fine working on a heroes farming patterns, or combos, or experimenting with items, etc. but don't get to comfortable with how to play with your teammates in Bots. It's not the same as vs. Humans.

as for the Exceptional ranked ai bots, hm let me find that script, haven't heard of it before.
We can only provide limited practice for players, and it does not allow you to improve a lot of skill levels.
You know, after valve pauses technical support, not many developers continue to update the script. My time is limited, there is no way to develop some new features without support, and I can only do some limited maintenance, I hope you can understand.
If anyone is willing to develop this script, then we will be happy. Its source code is hosted on github, and anyone can easily submit a Pull Request, and I will merge it into the Steam community in my free time.
