Universal Rig not letting me rotate the arm bones

One arm Models

Ok whenever I use one arm models
Lets say withered bonnie, the model just gets stiff everywhere. Like nothing moves at all. I tried with another one arm model and the same thing happened again. Idk if I downloaded it wrong but can someone help me?

there's nothing you can really do about it the model doesn't have hand bone so if there's no such bone, then there's not a bone to rig.
