I don't know if you can separate the effects of an item by it's build material. But just an idea on a simple implementation: i.e. Make a Uranium Glass Plate. When you have inventoried stock of this item, you can right click the skylight buttons and they show an option to build "Uranium Skylight #x#" which can block the heat intake with a UV film. And sure anyone knows uranium doesn't do this irl but this method will at least utilize vanilla materials.
Otherwise, there is surely other ways to tackle if you cannot separate effects by build material. A completely separate item is maybe too cluttering on the UI but I would not hope that to be the only reason to turn away from the attempt. Maybe that along with a MOD options checkbox for including UV Skylights.
My fear here is that the heat transfer through your skylights cannot be removed, as it may be some inherent game feature but I haven't modded in this game so I wouldn't actually know. Either way, least that's out of my head.. It's for you to do with as you please, or don't :P

i normally do toggle options for features like this but i was being lazy.

Glad to know the feature is still there. It also works very nicely with the change to let passive coolers be refuelled with water from your Hygiene mod, very good for regulating greenhouse temperatures without power.
