Orange tribesman wont give enegrams

I have now killed 4 orange tribesman 2 legit and 2 spawned in and still it wont give me the engrams it gives me prime flak armor but its useless because I cant wear it I've tried it in creative and survival but it still wont work please let me know if you know how to fix it.

you must kill the Alpha not the Chief for the Engrams.
