By using a tool on google {LINK REMOVED} , you can get mods for Epic Games.

"I managed to install it on Epic Games. First, download it manually (google: Steam workshop downloader), extract everything to a folder, move this folder to `%localappdata%\Colossal Order\Cities_Skylines\Addons\Mods` and—here's a part that most mods don't need but this one does—rename the pasted folder to `NetworkExtensions2`, the same name as the DLL file inside. If you don't do the last part, the mod gets loaded, the options are shown, but not the actual roads in the toolbar."

I would also love to find a solution. I've tried everything I can think of, including downloading the files from other sites and putting them in the Mods folder. They show up in the content manager tab, but none of the roads appear in game.

Advice: rename all folder to same .dll inside (is Unity engine...)

Use only for Asset
%LOCALAPPDATA%\Colossal Order\Cities_Skylines

For mods (is Unity engine...) where \Games\ is installation folder, right click icon and open file path
C:\Games\Cities - Skylines\Files\Mods

Workshop is a big fail for Mods

Can confirm that renaming both files worked. But I also checked that I had the latest Harmony installed and uninstalled the one I had.
remember to turn them on again in the content asset;) I forgot the first time.

I know this isn't the answer you're looking for, but you can potentially get Epic to refund you if mods aren't working for you and it is "the main selling point of the game". Yes, they aren't supporting mods, but if it doesn't work as good as the steam or even console (with assets, just no mods) then they can sometimes be negotiated into a refund.

look you really got to talk to CO/PDX - the modders can't discuss it on CS: Discord or the reddit, PDX's policy is WS-only, even for Windows Store/Epic Store.
