While the mod supports all the features in the DLC, you don't need to have it. The mod supports any configuration of the game, from the base game with no DLC, to the complete game with all DLC and everything in between.
It works with whatever you have. Which is great, because some DLC are really poor value, like the sunset one.
My main disagreement with Chaos/Holy Water/Drok is regarding to this very mod. He sees this mod as great alternative for Mass Transit and I personally don't think so. There are lots of other great road *assets* that don't depend on this mod and can still provide roads also found from the DLC without actually having the DLC. Main benefit of using assets instead of this mod comes in resource usage and compatibility: Assets based on all depend on this mod.
With asset sets like Vanilla+ (which unfortunately does require Mass transit for some roads), you don't have to get the whole set and the asset you get can be optimised by loading screen mod bringing the whole RAM usage down by a lot. Also, if you make another road asset based on those, the base isn't required, like with NExt based road assets. But, my main argument against this mod as it is right now and for road assets among less resources used is compatibility: Assets will not break even nearly as easily as a mod, like this.
All this said, I'm hoping the dev of this mod addresses some issues regarding to this. I'm not-so-secretly hoping the mod will become a plug and play set of road assets and a mod that acts kinda like part of RON: Converts legacy NExt2 roads into the asset roads so people can get the benefits of assets while keeping the plug and play experience.
