Legion Condor focus does not work
It is impossible to complete "Legion Condor" focus (playing by Germany) when your volontiers taking part in Spanish civili war? It requires only 2 things (Messershmidt or Henkel and volontiers in Spain). So, I have focus Messershmidt completed and currently is near to complete civil war in Spain - Legion Condor focus is inaccessible. Due to this the whole node for Spanish Alliance will be inaccessible.

Perhaps you need air volunteers in Spain? It doesn't matter at the present time because the Befriend Spain focus is not working as it used to.

do you have la ressistance DLC? when i didnt have i have the same problem but when I bought last DLC now its working
