Make Old World equipment (Power Armor, Energy Weapons, Vertabirds, etc) only obtainable via event and not producable/Researchable, making so you have to carefully husband your supply of it and once it's gone, it's gone.

My suggestion is that you should use images of generic high-ranking Legion or NCR soldiers for Generals and Field Marshals, and possibly have Chief Hanlon be a general for the NCR as well.

The San Francisco Bay Area should be controlled by the Chinese (If you're taking the first few games into account) and there should be a Brotherhood of Steel faction on the West coast somewhere because they originated there. You could name the ones in the East the outcast since they tended to be more protective towards wastelanders.

Would love to see the Enclave and/or the Remanant in the game, perhaps as a facist alternative to the NCR or New Vegas. Feel like they should be in the game somewhere. Like the mod, great proof of concept :D
If you can find a reason to in the lore can you please develop factions for canada and Mexico got nothing for mexico but have my own personal not very fleshed out fanfiction for what happened/is happening in canada

San Francisco should be controlled by the Shi(look them up on fallout wikia).
For generals and admirals randomgen characters and put general uniforms on them (ie General Oliver's hat and uniform) and then screen shot their heads.

You should have a focus to mine the West Tek ruins. Which the NCR has implied to be doing.

You should set the population of the NCR to 700,000-800,000, which is the population it is described as having on the wiki page. If you haven't already done so, of course.

Thank you for the great suggestions guys :) The generals and admirals randomgen idea is not a bad shout at all, and as two of you have noticed yes San Francisco belonged to another faction in Fallout 2, which hopefully will be implemented as a bookmark at some point, along with other suggestions like the Enclave etc. Also, though the NCR population in-world is around that, having such a small population means very few units, and though balancing is still a massive issue, i had to inflate the population to fix this

Maybe adding Fallout Weapon Sprites instead of clasic WW2 weapons and including the Enclave/Expanding BOS.

Could you possibly add a Big MT country? It's leader would be Dr. Klein and you could use the other scientists (i.e, Dala, 0, Borous) as cabinet members

It looks like a cool mod, but I noticed a lot of the Mojave Wateland territories are in the wrong locations relative to New Vegas. Jacobstown should be where Hidden Valley is, and White Legs should be north of the Mormon Church territory, as well, and they control Great Salt Lake.
