and more civilians driving vehicles around
We've been limited in what we could do with this until quite recently, as AI driving left much to be desired! I don't know that they are ready for their taxi licences yet, but I agree that making the roads seem more active is a good thing. In Overthrow, everything has a purpose, so we are looking at ways to make that traffic mean something.
Would have the effect that players can find shops easier (cos sometimes it's difficult), just follow a truck until it stops.....and B) gives players something to ambush and steal to sell.
Civvie boats making trade runs between islands.....could be boarded and stolen.....as long as all players who do so promise to talk like a pirate for the rest of the mission. Boats that are sunk could dump their cargo all over the sea floor for recovery....
There are already vanilla police boats in game so.....police maritime patrols.
As for the rest of your ideas, love them all and will put them on the list!

There's a brilliant random mission in Wasteland where a sea convoy has accidentally lost an ammo crate overboard, a recovery boat has arrived and there's divers in the water to salvage the crate. The player has to engage the divers (and the gunner on the boat) before recovering the ammo crate....which will be filled with random weapons and kit.
When the player commits a serious crime (murder or police officers for example) a response should be expected which is different from the normal NATO QRF, eg new roadblocks thrown up, a police cordon of the area and search patrols. The player then can either Rambo it or attempt to extract from the area. A players wanted rating should not clear until he has successfully left the area.
The player is supposed to be a native of the area, correct? Then all civilian shops, police stations, etc, should be marked on the map as the player would already know where they are. This would seriously cut down on the amount of time new players spend aimlessly wandering around towns and then giving up on the mission cos they can't find anything obvious to do other than run over policemen.
