Gang Leaders Not Giving Missions?

I know typically once you discover a gang leader, they can give you missions if you interact with them. I am only able to recruit them as a civillian. Any ideas?

Shoot the ♥♥♥♥♥♥ and see if you get a -5 support, $50 or $700. Might not be the gang leader.

Found the issue, doesnt work on a dedicated server
