what exactly does the agency do?

No trade caravans?

The Lost Platoon faction doesn't generate a leader

The Agency and The Lost Platoon are missing leaders

Even with Runtime I cannot regenerate them is anyone else having this issue? They will have leaders for a few years then they just disappear forever and can't be regenerated.

Also The Agency has become hostile to me, but they don't attack me during raids so I can just walk up to them and shoot them, not sure why.
