Is There any minister type of staff members in your main castle?

if i want to appoint a commander as marshal or giving fief and stuff how to do it?
*the teritory thing from the camp menu can give fief but it gives a fief as in whole, like if i give a battlestation the planet village also given, how can i give the battlestation without giving the village planet???
