I know this is a pretty delayed reply, and you might have found the solution yourself already, but what I found was that I wasn't properly zoning what was Hab, and what was EVA. Go to your EVA charging station and double check that you have the two zones properly assigned there. If it's set up right, they won't try to leave the hab without a suit, and they won't try working in the hab while wearing one.
