Can not operate inn bionic leg. Says I need materials.

I have a 1x bionic leg, and I have medicine. (many) I have a doctor with high enough skill. A hospital bed and, monitor. Still I can not operate inn the Leg. Is it a bug?

The Prostetic is bought from a trader. I also tried to set the mod on top. Dont think any of them interfere.

Found out what I did wrong. Had the character on only herb medicine. And did not have any more of that. Only normal medicine. Problem solved ;)
